Lou is a policy professional specialising in health policy, crisis governance, and UK policymaking. He began his career in the Welsh Parliament and has since worked in the third sector in Wales. 

He founded Crisis Governance Observatory UK (CGO-UK) to support research and analysis on how governments manage crises. His work examines the structures, decisions, and coordination challenges that shape crisis governance.
