The ability to communicate with the public rapidly and reliably during an emergency is a foundational requirement of effective crisis governance. Historically, the United Kingdom has relied on indirect channels (broadcast media, local authority communications, and door-to-door notification) to warn citizens of imminent danger. The limitations of these methods became increasingly apparent in an era of fragmented media consumption and fast-moving, localised emergencies.
The UK Emergency Alerts system, launched in 2023, represents a significant addition to the country's crisis communication infrastructure. Using cell broadcast technology, the system enables the Government and emergency services to send alerts directly to compatible mobile phones within a defined area of risk, without requiring registration, phone numbers, or personal data [1].
This commentary examines the system's design, its operational record to date, and its place within the UK's wider resilience architecture. As with public preparedness campaigns more broadly, the significance of the Emergency Alerts system depends not only on its technical capability, but on how effectively it is integrated into the broader system of crisis governance, and on who it reaches, and who it does not.
The Emergency Alerts system addresses a long-standing gap in UK crisis communication. While cell broadcast alerting has been common internationally, including in the United States, Japan, the Netherlands, and South Korea, the UK operated without a national system until 2023, despite trials in the early 2010s. During the early phase of the Covid-19 pandemic, the absence of such infrastructure meant the Government had to rely on mobile network operators to send text messages to their customers [2].
Cell broadcast technology offers distinct advantages over these ad hoc arrangements. Alerts can be issued to a precise geographic area within seconds, do not require personal data or prior registration, and do not place significant strain on mobile networks [2]. Alerts are designed to be unmistakable: a siren-like sound and vibration lasting around ten seconds, overriding silent settings, accompanied by an on-screen message with instructions [1].
Crisis Governance Insight: Direct-to-citizen alerting reflects a shift in the state's crisis communication posture, from mediated information flows toward immediate, targeted instruction. This strengthens the speed and precision of warning, but also concentrates significant communicative power in central government and emergency services, raising questions of governance: who decides when an alert is justified, on what threshold, and with what accountability for misuse or overuse.
Since its first national test in April 2023, the system has been deployed five times in live emergencies [3]. The most extensive use came during Storm Éowyn in January 2025, when approximately 4.5 million people across Scotland and Northern Ireland received an alert following a red weather warning indicating a risk to life. Around 3.5 million people in Wales and the South West of England received alerts during Storm Darragh in December 2024 [3].
The system has also demonstrated value in localised, non-weather emergencies. In February 2024, an alert was used during the evacuation of more than 10,000 residents in the Keyham area of Plymouth, following the discovery of an unexploded Second World War bomb. Plymouth City Council described the alert as an invaluable tool in coordinating a complex, multi-agency evacuation, the first use of the system in a live incident of that kind [4]. Further deployments have included flash flooding in Cumbria and Leicestershire [3].
A second national test was conducted in September 2025, accompanied by the publication of a Government Resilience Action Plan, signalling that alerting is increasingly positioned as a core component of national preparedness rather than a standalone tool [3].
Crisis Governance Insight: The operational record suggests the system is functioning as intended across a meaningful range of crisis types, severe weather, flooding, and ordnance disposal. Notably, its uses to date have been geographically targeted and proportionate. The challenge for crisis governance is maintaining this discipline: alert fatigue, in which overuse erodes public responsiveness, is a well-documented risk in jurisdictions with mature alerting systems.
The system's reach, while extensive, is not universal. Alerts are delivered only to devices connected to 4G and 5G networks; phones that are switched off, in airplane mode, connected to Wi-Fi only, or operating on older 2G and 3G networks will not receive them [1]. Those without mobile phones must rely on other channels entirely.
These exclusions are not randomly distributed. Older devices and basic handsets are disproportionately used by older people and those on lower incomes, groups that may also face heightened vulnerability in emergencies. The system therefore risks reproducing a familiar pattern in resilience policy: those most exposed to harm may be least reachable by the mechanisms designed to protect them.
The system also presents specific risks for particular groups. Domestic abuse charities have highlighted the danger that alerts could reveal concealed phones kept by victims, and the Government has published opt-out guidance in response [5].
Crisis Governance Insight: Universal warning systems are never truly universal. Effective crisis governance requires honest mapping of who falls outside the reach of any given channel, and deliberate layering of complementary mechanisms, such as broadcast media, local networks, and community outreach, to close those gaps. Coverage assumptions left untested in peacetime become coverage failures in crisis.
The Emergency Alerts system is most usefully understood not as a standalone capability but as one node within the UK's resilience architecture. An alert can instruct; it cannot prepare. Its effectiveness in a live emergency depends on what surrounds it: whether recipients understand the instruction, trust its source, and have the practical capacity to act on it.
This places the system in direct relationship with the public preparedness agenda, including the Government's Prepare campaign. The test message itself directs recipients to preparedness guidance, suggesting an intent to link warning and readiness [6]. An alert instructing evacuation, for example, presumes households that can mobilise quickly, precisely the capability that preparedness policy seeks to build.
There is also a verification dimension. Alerts can only be issued by the Government and emergency services, and the public can confirm authenticity through official channels [1]. In an information environment where impersonation and disinformation are persistent crisis risks, the integrity and public legibility of this single trusted channel is itself a governance asset that requires active protection.
Crisis Governance Insight: Warning systems and preparedness systems are interdependent. An alert is only as effective as the public capacity it activates. Crisis governance frameworks should therefore treat alerting, preparedness, and trusted communication as a single integrated function rather than separate programmes, and should evaluate them as such.
The system's deployments to date have addressed acute, geographically bounded emergencies. Its greater test may lie in the crisis landscape now emerging.
Climate change is expected to increase both the frequency and severity of the hazards for which the system has already proven its value. Storm Éowyn and Storm Darragh offer a preview of a future in which red weather warnings, flash flooding, wildfires, and extreme heat events become more regular features of UK crisis management. In this context, direct alerting shifts from an occasional instrument to recurring infrastructure, heightening both its importance and the risk of alert fatigue through repeated use.
Pandemic communication presents a different proposition. The Covid-19 pandemic exposed the difficulty of reaching the whole population rapidly with authoritative public health instruction, with the Government forced to improvise through mobile operators in 2020 [2]. A future pandemic would find this infrastructure already in place. However, pandemics differ structurally from the system's current use cases: they are prolonged rather than acute, national rather than localised, and require sustained behavioural guidance rather than a single life-safety instruction. Whether a channel designed for immediate danger-to-life warnings can, or should, carry extended public health communication is an unresolved question of crisis governance, with implications for public trust and message fatigue.
Emerging risks may stretch the system further still. Cyber incidents affecting critical infrastructure, biosecurity events, and crises compounded by disinformation would each place a premium on a fast, authenticated channel between the state and its citizens. Yet several of these scenarios also expose the system's dependencies: an alert system that relies on functioning mobile networks offers limited assurance in a crisis that disables them.
Crisis Governance Insight: Crisis communication infrastructure is typically designed around the last emergency rather than the next one. The Emergency Alerts system is well-suited to the acute, localised incidents it has so far handled. Its adaptability to slow-burn, national, or infrastructure-degrading crises remains untested, and clarifying the doctrine for its use across these scenarios, before they arise, is itself an act of preparedness.
The UK Emergency Alerts system represents a genuine strengthening of the country's crisis communication capability. Its operational record since 2023, from major storms to the Plymouth evacuation, demonstrates that direct, targeted alerting can deliver life-safety information at speed and scale that previous arrangements could not match.
However, the system's long-term contribution to national resilience will depend on factors beyond its technical performance. Disciplined use is required to preserve public responsiveness, particularly as climate-driven hazards make activations more frequent. The gaps in its coverage (older devices, excluded groups, and those without phones) demand complementary channels rather than complacency. Its role in prolonged or systemic crises, from pandemics to infrastructure failures, remains undefined. And its effectiveness ultimately rests on the preparedness of the public it alerts.
The Emergency Alerts system is a necessary component of modern crisis governance. It is not, by itself, a sufficient one. The task for the UK is to embed it within an integrated resilience system in which warning, preparedness, and trusted communication reinforce one another, so that when the siren sounds, the public is not only reachable, but ready.
